Did These Pro-Hamas Freeway Blockers Violate Anti-Klan Civil Rights Laws

On Saturday, pro-Hamas demonstrators blocked traffic in the Interstate 5 expressway in Seattle
I'm not an attorney but I understand that one can take civil action over a crime even if there has been no conviction. Ever since a group of bus drivers stranded hundreds of Detroiters at the DC airport so they couldn't attend the rally for Israel on the National Mall I have wondered if they could take civil action based on the bus drivers violating 18 USC 241, Conspiracy to Deprivation of Rights. In that particular case, the rights would be First Amendment right to freely associate.
Of possible relevance to the freeway blockers is the part of the code that I have bolded, originally intended to go after the KKK's night riders:
If two or more persons conspire to injure, oppress, threaten, or intimidate any person in any State, Territory, Commonwealth, Possession, or District in the free exercise or enjoyment of any right or privilege secured to him by the Constitution or laws of the United States, or because of his having so exercised the same; or
If two or more persons go in disguise on the highway, or on the premises of another, with intent to prevent or hinder his free exercise or enjoyment of any right or privilege so secured—
They shall be fined under this title or imprisoned not more than ten years, or both; and if death results from the acts committed in violation of this section or if such acts include kidnapping or an attempt to kidnap, aggravated sexual abuse or an attempt to commit aggravated sexual abuse, or an attempt to kill, they shall be fined under this title or imprisoned for any term of years or for life, or both, or may be sentenced to death.
I'd say that a mask and a keffiyah counts as a disguise, and they are on a highway.
I rather LIKE the idea of prosecuting every last one of these roadblockers on Federal kidnapping charges.
And if emergency patients in ambulances die because they can't get to a hospital, manslaughter.
Too bad you probably could be charged for something very bad if you decided to make your own path with a vehicle!
Then you’d have to clean it afterwards!
